When you win only 1/4 of the pot because you split the low half of the pot with another opponent is called being quartered. Both of you are quartered.
If only three players contest a hand, two of them tie for the low and each low hand loses money even though they win 1/4 of the pot each time. Imagine that you put 40$ in the pot for your share. The high hand wins 120$ and the two low split the share that is 60. They split it in 30$ each. Because each contributed 40$ their revenue is 75cents on the dollar, if you keep going like that you will slowly but surely go broke.
